The “First Island Chain”

➡️ The Island Chain Strategy, first advanced by John Foster Dulles in the 1950s as a Cold War instrument of containment, reappeared in the 2025 National Security Strategy (NSS) under President Donald Trump. From a Chinese standpoint, this framework is less a neutral defense plan than a deliberate effort to restrict China’s development and regional influence. The “First Island Chain”, running from the Russia’s Kuril Islands, through Okinawa and Taiwan, across the Philippines, and down to Borneo, is therefore regarded as a forward line of military deployment. Washington presents this perimeter as a protection shield (?!) yet in practice it continues the logic of Cold War encirclement.

The return to this doctrine shows how the US policy remains anchored in hegemonic traditions, relying on alliances, military positioning, and coercive tools to block China’s role in the Asia‑Pacific. The Island Chain Strategy is a mechanism of exclusion and shows quite clearly Washington’s reluctance to adapt to a multipolar Asia in which China occupies a central and legitimate place due to its geography, history, political and trade relations. Last but not least, the Island Chain Strategy excludes Russia as well as China.
